According to UNAIDS (2001), about 250,000 Angolan adults (15-49 years of age) were living with HIV/AIDS. (Proposal Form Page 21 of 93)

In order to provide care according to the needs of PLWHAs, the MOH acquired ARV treatment for 2000 HIV patients. Over the next year, the number of PLWHAs under treatment is planned to double using national resources. In subsequent years, the MOH will be able to progressively increase the number of PLWHAs under treatment by 1000 per year. It is well known, however, that this number provision of treatment is substantially less than the need imposed by the epidemic. (Proposal Form Page 24 of 93)

There is in Angola a lack of professional resources capable of resolving matters within the health system, principally at primary level. Besides this, we are facing limited capacity of resolving sanitary problems. There are health assistance services available but access by the population is still very low.
Only 25% of pregnant women have access to pre-natal care and only 2,5% are assisted by the health system. Only 30% of the population has access to the health services and the infant mortality level in 1996 was 265/1000 born alive. The life expectancy at birth in 1997 was of 42,4 years.
The number of people involved in response to the intervention to the endemic is not proportional to the necessary intervention. Most of the people are linked to civil society and develops prevention activities, mostly at voluntary title. The level of education of the people involved in the implementation of the programs is predominantly basic. Due to problems connected to the organization of services and very low salaries, the people involved in the fight against HIV/AIDS are extremely unmotivated. Besides this, in the post-war context Angola is facing various challenges in combating poverty and famine, reconstruction of economical and social infrastructures, social reinsertion of demobilized military and national economic development.
In the period 1997 and 2000 the expenses in the health sector represented 3,3% of the Angolan public expenses, significantly lower than the average of the SADC countries that correspond to 7,2%. (Proposal Form Page 35 of 93)
